Water Bureau Fleet Efficiency

Fleet efficiency saves money and emissions.

The Water Bureau has a fleet of over 400 vehicles. Bureau vehicle classes include large dump trucks (5-6 and 8-12 yards), water service trucks, pickups, work vans, backhoes, excavators, and a range of passenger vehicles.

The bureau uses the following practices to achieve a more sustainable fleet: 

  • Track fuel use and mileage through a database tracking system with Portland’s City Fleet
  • Purchase vehicles strategically (including hybrids and electric vehicles)
  • Install accessory equipment to reduce idling – EPSPAR engine coolant heaters on forty trucks warm the engine without the need to idle and waste fuel
  • Pool  and schedule vehicles 
  • Provide Eco-Driving Training to employees
  • Promote the City of Portland’s Idle Reduction Policy

Sixty percent of Water Bureau fleet vehicles use diesel fuel. Half of these vehicles use B5 biodiesel, and half use B20 biodiesel. Of the bureau's total fuel purchase, about 10% is B99 biodiesel. Biodiesel is a cleaner fuel with fewer particulates, it decreases engine wear and reduces the bureau’s total carbon emissions. The bureau purchases biodiesel from Oregon-based production facilities. In addition, all unleaded gasoline purchased and used by bureau service vehicles contains 10% ethanol, which meets Oregon renewable fuel standards.
