Please follow the steps below to create your online account:
Step 1: Locate your Account Number and Bill Identification number.
You will need them to link your water and sewer account to a PortlandOnline account with the City of Portland. You will link these accounts only one time, unless your accounts change.
The numbers are found on your bill (shown in the upper right corner of the sample below). Please have a recent copy available.
Step 2: Click this registration link.
This will display the Portland Online sign-in screen.
- If you already have a PortlandOnline account: enter your user name and password.
If you do not have a PortlandOnline account: follow the instructions to set up your new account. Make a note of your user ID and password. You will need them for future online payments.
Keep in mind: the name you use to establish your PortlandOnline account will be visible to our Customer Account Specialists if they open your account to assist you.

Step 3: Enter your Account Number and Bill Identification Number (the number in the top right corner) from a recent water and sewer utilities bill.
This will allow secure access to your water and sewer utilities account information.
Note to Mac users: our web site primarily supports Internet Explorer 6 or higher at this time. Some users have reported making payments successfully with Apple Safari.
Step 4: Click on your account name and number under the "Accounts you can access" heading.
If you have more than one water and sewer utilities account but only see one here, for the time being you will need to establish a new user name and password in Portland Online to see each account.
Step 5: Wait for the "Utility Account Details" window to open. When it opens, click on the account number that requires a payment. You will then see details related to your most recent bills and payments.
Step 6: Click on "Payments" at the left. Provide payment information as requested.
We are pleased to offer Auto Pay, a recurring automatic payment option.
Routine server maintenance is conducted every Tuesday evening from 6:00 to 10:00 PM. The ability to view your bill and/or make a payment may be interrupted for short periods of time.
