Open/Close Accounts

What if I am a new property owner? 

Call Portland Water Bureau Customer Service at 503-823-7770 or send an email.  We need the following information to complete the change of responsibility for a property: 

  • Your name and the name of the party responsible for paying the water/sewer bill, if applicable.
  • Service address.
  • Date you are legally responsible for the property.  (Start service date.)
  • A mailing address where you would like your bill delivered.
  • If you email us, please include a telephone number where we can contact you between 8 am - 5pm, Monday through Friday, in case we have follow up questions.  This number will be added to your account records in case we need to contact you in the future.

 

What if I have sold my property? 

Call Portland Water Bureau Customer Service at 503-823-7770 or send an email.  We need the following information to complete the change of responsibility for a property:

  • Name of the new owner (available on closing documents).
  • Account number and/or service address.
  • Date you are no longer legally responsible for the property.  (Stop service date.)
  • A forwarding address for your final bill.
  • If you email us, please include a telephone number where we can contact you between 8am – 5pm, Monday through Friday, in case we have follow up questions.

 

What if I am a landlord, tenant or occupant?

Call Portland Water Bureau Customer Service at 503-823-7770 or send an email  as soon as the property is rented or vacated.  We need the following information to open and/or close your account:

  • Name of the person responsible for paying the water/sewer bill.
  • Service address and/or account number.
  • The date your billing responsibility starts or ends.
  • If you are a renter, the name and mailing address of your landlord.
  • A mailing address where you would like your bill delivered, or a forwarding address for your final bill.
  • If you email us, please include a telephone number where we can contact you between 8am – 5pm, Monday through Friday, in case we have follow up questions.  This number will be added to your account records in case we need to contact you in the future.

 

    City Code addresses specific issues related to landlords and tenants.         

  • Either the property owner or tenant may open or close an account for a renter.
  • Portland Water Bureau Customer Service will honor the first date on which the request was received to open or close an account.  We will change the date if agreed to by all affected parties.
  • The City will not mediate disputes between landlords and renters.
  • The property owner is responsible for all charges when the property is vacant.
  • If neither the renter nor the owner gives notification that a renter has left tenancy and the Portland Water Bureau determines by a visit to the property that the property is vacant, water charges shall be applied to the owner beginning on the date the vacancy is discovered.
