As part of the SW Carolina Pump Mains-Phase 2 project, the Portland Water Bureau is working in the island at the intersection of SW Terwilliger Boulevard and SW Capitol Highway. In order to close one lane on SW Terwilliger Boulevard to perform work under the traffic island, the Portland Bureau of Transportation (PBOT) has required the contractor to work on Friday and Saturday nights, between 8:00 p.m. and 7:00 a.m.
This PBOT requirement is due to SW Terwilliger Boulevard, above SW Capitol Highway, being a main access road to the Oregon Health and Science University hospital and campus. The Water Bureau and its contractor are required to keep both lanes of SW Terwilliger Boulevard open during all weekday hours.
In March, Water Bureau sent a notice to local residents about its Noise Variance for the night construction work. The Water Bureau recognizes that the noise from working at night is an inconvenience, and will try to keep it to a minimum. The night work is planned to resume this weekend, with work starting at 8 p.m. on Friday Sept. 19. If needed, it will resume at 8 p.m. on Saturday Sept. 20.

Water main work will close northbound lane of SW Terwilliger Blvd. north of SW Capitol Hwy. overnight this weekend
Contractors for the Portland Water Bureau will work overnight on Friday and Saturday, September 12 and 13, on SW Terwilliger Boulevard, approximately 200 feet north of the intersection of SW Capitol Highway.
Work in the road will begin at 8 p.m. on Friday, September 12 and end at 7 a.m. on Saturday, September 13. Work will resume Saturday at 8 p.m. and end early Sunday September 14 morning. The northbound lane will be closed for approximately 200 feet and flaggers will direct traffic around the construction zone.
Construction will occur on approximately 350 feet of the paved trail in Greorge Himes Park between SW Terwilliger Place and SW Capitol Highway beginning in late August, and will last three to four weeks. Trail users will be detoured onto the gravel trail just 15 feet east of the paved trail.

Tapani Brothers, Inc., the contractor for the SW Carolina Pump Mains Project-Phase 2, will start work on July 1, 2014. Typical work hours will be 7:00 am to 6:00 pm, Monday – Friday, with the option of working on Saturdays. A more detailed work schedule will be posted here once it is available.
Tapani, Inc. will install 3,400 feet of new 24-inch diameter pipe from the intersection of SW Burlingame Avenue and SW Chestnut Street, north along SW Burlingame Avenue, then turn east on SW Burlingame Terrace down to SW Terwilliger Boulevard. Once on SW Terwilliger Boulevard, the construction will continue north until the traffic island at SW Capitol Highway where new underground vaults will be installed by Portland Water Bureau crews.

While fairly straightforward, the project is expected to be challenging due to its neighborhood impacts. A deep five-foot wide pipe trench will need to be dug through narrow, 10 to 12 foot wide residential streets. Once the project moves onto SW Terwilliger Boulevard, traffic impacts are expected to be significant since this is a major thoroughfare through Southwest Hills communities. One lane going each direction will be closed during this phase of the project.
No travel lanes will be closed on SW Capitol Highway and SW Terwiliger Boulevard during:
On some streets, the work may require a temporary street closure to regular traffic during construction hours, typically from 7:00 am to 6:00 pm, Monday through Friday. Barricades for “Local Access Only” will be stationed. There will be some temporary inconvenience to street residents, such as equipment noise, dust and no street parking. Every effort will be made to accommodate residents’ needs during this construction.
Under normal conditions, about 200 feet of pipe can be laid in a single day. Once the pipe work is completed, a crew will return to place permanent asphalt over the trench. Individual properties are not connected to this supply pipeline. There will be no planned interruption of water service to the area.
One short section of the project near SW Terwilliger Boulevard-- inside George Himes Park-- will involve boring under the pedestrian pathway up to SW Capitol Highway. The work will require a brief detour of the path. A safe detour route for pedestrians and bicyclists to get around this work zone has been identified.
A construction schedule will be posted as soon as it has been determined. This webpage will be updated at least monthly. Postcard updates will also be mailed on a regular basis.
