SW Cascade Drive Water Main Replacement Project

Project Update

The final stage of the project will be to pave the street the length of the project area. The paving contractor will be on site Tuesday, October 8 to prepare the project area on SW Cascade Drive for paving. The paving will take place on Wednesday, October 9, and they plan to be done by the end of the next day, Thursday, October 10. 

New asphalt will be laid the entire length of the project area, from the Magnolia Trailhead to just above 3124 SW Cascade Drive, from edge to edge.

The project will increase the reliability of the water supply for both household use and fire protection in the neighborhood. The project is anticipated to be completed in October 2013.

Project Description:

Currently, a single two-inch water main provides water to 16 homes on SW Cascade Drive in Portland. The 2-inch water main has outlived its usefulness and lacks the capacity to provide water to fire hydrants in case of an emergency. Two new sections of new 8-inch ductile iron water main totaling 700-feet in length will be installed on SW Cascade Drive, and tie into a 24-inch water main on the lower section and a six-inch main on the upper section of SW Cascade Drive. Eight new 1-inch water services will be installed for residents living within the extents of the new water main installations. Three new fire hydrant assemblies will be installed: one will be a replacement for an existing hydrant located near 3128 SW Cascade Drive, and two new hydrants will be installed near 3105 and 3116 SW Cascade Drive. When the new water main, hydrants, and services have been installed, asphalt leveling course and 2-inch pavement overlay will be placed along the roadway of SW Cascade Dr between Winter Garden/Magnolia Trail Head and just past the residence of3128 SW Cascade Drive. SW Cacascade Dr. construction map

The Magnolia Trailhead parking area will be used for a construction staging area Monday-Friday, where equipment and supplies will be stored. All items will be removed each Friday so that hikers may use the parking area over the weekends. A broad shoulder consisting of Portland Water Bureau owned property and City of Portland Right of Way property on SW Cascade Drive between 3128 and 3136 SW Cascade Drive will also be used for staging materials and supplies. This area will be used seven days a week during the construction period.

The project is designed by Portland Water Bureau staff with construction of the new water main being completed by a private contractor through the City of Portland contract bid process. Portland Water Bureau Maintenance and Construction personnel will connect the newly installed eight-inch ductile iron water main to the existing 24-inch cast iron distribution main at Winter Garden/Magnolia Trail Head.

The project construction activity is anticipated to last up to 60 days and begins in mid-August 2013.

 Construction Method:

  • The  city's contractor is using an open trench construction method.
  • Saw  cutting of pavement and driveways
  • Open trench installation of main line.
  • Water services transferred.
  • Installation of temporary pavement and/or steel plates.
  • Removal of temporary paving and replacing with permanent paving. This step is weather dependent.

SW Cascade Dr.Project Impacts:

  • The project will impact residents, pedestrians/hikers, bicycle and motor vehicle traffic on SW Cascade Drive above the Winter Garden/Magnolia Trailhead.
  • The Portland Water Bureau contractor will stage equipment and materials Monday-Friday at the Magnolia Trail trailhead parking lot; the lot will be open to park users on weekends.
  • Equipment and materials will be staged seven days a week at the upper left hand turnout.
  • The contractor is required to provide fenced passage for hikers to cross the area of SW Cascade Drive that bisects the Magnolia Trail.
  • There will be occasional water service disruptions. Advanced notice will be given to customers who will experience temporary (up to 8 hours) water service disruption.
  • Construction will create noise, vibration and dust.

Traffic Controls:

  • Traffic controls will be implemented during all hours of construction, 7:00 am to 6:00 pm, Monday through Friday, and possibly some Saturdays.
  • One lane must be kept open, and flaggers will move  traffic through. Up to 15 minute delays are permitted.
  • Driveways will not be blocked for more than two hours unless the residents are notified.
  • The contractor is required to provide and maintain access to waste/recycling receptacles for waste haulers; and emergency service vehicles.
