The Bertha Service Area Improvement Project is near completion.  Pipe connections are almost finished and final paving will be completed by the end of August.

Construction Schedule

Please note that all dates are estimated and will be adjusted to accommodate weather, soil and working conditions.

Mid-Late June: SW Martha Street, SW Woodward Street and SW 14th Avenue

  • Open trench pipe installation, done in phases, which involves:
    • ­    Saw cut pavement along the width of the trench
    • ­    Remove pavement and existing material
    • ­    Install public water pipe in the street
    • ­    Backfill trench with sand or gravel
  • ­    Restore surface temporarily with an asphalt pat

    Traffic restrictions (flaggers) 7:00 AM to 5:00 PM, Monday-Friday

    Early July: SW 14th Avenue
  • Open trench pipe installation
  • Traffic restrictions (flaggers) 7:00 AM to 5:00 PM, Monday-Friday


Mid-July: SW 18th Drive, SW Martha Street

  • Open trench pipe installation
  • Connect service pipe to meters
  • New vault installation at intersection of SW 18th Drive at SW 18th Place
  • Traffic restrictions (flaggers) 7:00 AM to 5:00 PM, Monday-Friday


Mid-Late July-August: SW 18th Drive, SW Martha Street, SW Woodward Street and SW 14th Avenue

  • Portland Water Bureau Crew Work - service pipe connections from meter to new main
  • Demolition of abandoned vault in SW 18th Drive near trail
  • Paving Preparation, Saw Cuts, Grinding.

Bertha Service Area project route
The Bertha Service Area (BSA) is located in the hills of Southwest Portland. The primary supply source of water for this service area is the two Bertha Tanks located at 4645 SW Council Crest Drive. The tanks supply the ten BSA pressure zones.  There are approximately 1,740 customer service connections in the BSA. Analysis by the Portland Water Bureau identified system deficiencies within two of the BSA pressure zones.

The existing 4-inch main in SW 18th Drive does not have enough capacity to supply one of the pressure zones if another main is out of service. This project will interconnect two pressure zone systems that will increase the reliability of the systems and provide a secondary, back-up service for the pressure zones

This project will also replace existing 4” galvanized main which has history of leaking and is in a landslide zone. The replacement will minimize the risk of landslide by installing the new 8” main in a less risky location.

The Bertha Service Area Improvement project is scheduled to start in May-/June, 2014. Typical work hours will be 7:00 am to 6:00 pm, Monday – Friday, with the option of working on Saturdays. The project will take approximately 4-6 months to complete.
Contractors will install approximately 2230 feet of 8” main and 375 feet of 4” main from the intersection of SW 14th Avenue and SW Westwood Drive down to SW Martha Street, across Martha Street, and up SW 18th Drive until just past the intersection with SW 18th Place.
