Technology Oversight Committee

In the spring of 2011, City Council approved Resolution #36844, City Code changes, and a new  BTS Administrative Rule 1.07 Technology Project Oversight, which created the Technology Oversight Committee (TOC). The TOC is an independent five-member citizen advisory committee that reviews selected City of Portland technology projects. The TOC’s primary goals are to increase transparency and accountability by helping ensure that projects are completed on time, within budget, and within the determined project scope.

The Chief Administrative Officer serves as the City Council-appointed advisor to the TOC. Staff from OMF Business Operations and OMF Bureau of Technology Services, including the BTS bureau director, provide committee support and technical expertise. The TOC presents quarterly reports to the Chief Administrative Officer who submits these to City Council.
