Permanent Administrative Rules for Fair Access in Renting (FAIR) Ordinances
The Portland Housing Bureau (PHB) has published Permanent Administrative Rules for Fair Access in Renting (FAIR) Ordinances. These rules provide additional clarity to the public regarding the FAIR Ordinances.
Throughout a 90-day public process, PHB held three public hearings, issued two drafts of rule for public comment, and engaged housing professionals from the for-profit and non-profit sectors to review and dialogue on the proposed changes. All comments received through public testimony were analyzed by PHB staff against policy and program goals and outcomes. The amended administrative rules can be found online at portland.gov/RSO/FAIR.
Trainings regarding Portland’s Landlord Tenant laws can be found at portland.gov/RSO/FAIR. These free trainings, offered January through June, are tailored to the needs of renters, landlords, or social service providers in multiple languages. Registration is required to attend a training, click on a date on the training posters to register.
PHB would like to thank everyone who participated in the public outreach process. If you have questions regarding the FAIR administrative rules or rulemaking process, please contact RentalServices@portlandoregon.gov.
