The Latino Advisory Council advises and guides the Portland Police Bureau on matters such as policy and decision making. The function of its members is to make non-binding recommendations on matters within the areas of the Council membership’s experience and expertise. In giving advice to the Bureau, the Council has no obligation to conduct any research or investigation and relies exclusively on the facts and information available at the time of making its recommendations, including facts and information provided to its members by the Bureau.
The Latino Advisory Council was established in November 2020. In May 2020, several Latino community leaders began meeting with the Chief's Office to identify meaningful avenues for partnership and mutual support. These efforts resulted in the creation of the Council in June 2020. Since then, a group of diverse Latino community leaders, social justice activists, and faith-based leaders have been holding monthly meetings developing a strategic roadmap for engaging the Latino community.
