Assistant Chiefs Bios

Mike Frome
Mike was appointed to the Portland Police Bureau on January 21st, 1999.  After completing his training rotations, he worked at Central Precinct and then as a member of the Criminal Intelligence Unit, assigned as dignitary protection to then-Mayor Vera Katz. 

Mike then went to Northeast Precinct before being promoted to Detective. He worked in the Detective Division, East Precinct, and Tactical Operations Division. In 2011, he was assigned as a sergeant to Central Precinct.

Mike went on to work on the Burglary Task Force in the Detective Division, before being promoted to Lieutenant assigned to Central Precinct and later, the Chief’s office, as the Executive Officer for the Operations Branch Assistant Chief.

In May 2018, Mike was promoted to Captain and assigned to Central Precinct and later that year, he was appointed to Commander and assigned to oversee the Transit Division.  While a Commander, Mike completed training and became a Critical Incident Commander for the Bureau.

Mike was honored with a Unit Commendation as part of the Bureau’s Crisis Intervention Team, an Achievement Medal for his work with the Multnomah County Justice Reinvestment Program, and two Life Saving Medals for his response to suicidal individuals.  Mike has a Bachelor’s and Juris Doctorate from the University of Oregon. 

Andrew Shearer

Andrew was appointed to the Portland Police Bureau on July 2, 1992.  Early in his career, he distinguished himself as a patrol officer and Field Training Officer while assigned to North Precinct. 

In 1998, Andrew was selected to serve as a detached member of the Special Emergency Reaction Team. Andrew then was assigned to work at the Youth Gun Anti-Violence Task Force and later the Gang Enforcement Team before being promoted to sergeant in 2010.

As a sergeant he led officers at East Precinct and Central Precinct before being assigned full-time as the Sergeant and tactical team leader of SERT. During this tenure there, he expanded the role of SERT to be a resource during incidents where persons in crisis by enhancing the SERT Rope Rescue capabilities to set up rescue and safety measures for negotiators and persons in crisis.

Andrew was promoted to the rank of Lieutenant in 2015 and was assigned to the Chief’s Office as the Executive Officer to the Operations and Community Services Branch Assistant Chief’s and later, as the Adjutant to the Chief of Police.

In 2018, Andrew was promoted to Commander of the Tactical Operations Division, where he has worked in close collaboration with the Mayor’s Office of Youth Violence Prevention as well as state, local, and federal partners from the Portland Area Crime Gun Initiative to reduce gun violence and the long lasting trauma it leaves behind in our communities.  Andy has also served as a Critical Incident Commander.

Andrew has been honored with a Portland Police Distinguished Service Medal, Achievement medal, two Unit commendation medals and two unit commendation medals with Valor.

Andrew is a graduate of the FBI National Academy, the Police Executive Research Forum’s Senior Management Institute for Police, and the Oregon Association of Chiefs of Police Law Enforcement Executive Leadership Institute. He earned a Bachelor of Science Degree in Administration of Justice from Portland State University and also holds a Master of Science Degree in Strategic Leadership from the University of Charleston. 

During his free time, Andrew has been a member of the Portland Police Torch Run and captain of the Bureau Polar Plunge Team, raising funds and awareness for Special Olympics Oregon. He also serves as an executive board member of the Portland Police Sunshine Division.

Mike Krantz

Mike Krantz was born and raised in Portland, Oregon and was appointed to the Portland Police Bureau on December 30, 1993.  After finishing his training, Mike served as a patrol officer, a Neighborhood Response Team officer and an officer assigned to the Drugs and Vice Division, the Regional Organized Crime and Narcotics Task Force and the FBI Heroin Task Force.  In 2004, Mike was promoted to sergeant and served in the patrol division, the East Precinct Crime Reduction Unit and the Regional Organized Crime and Narcotics Task Force.  Mike was assigned to the Training Division in 2012 when he was promoted to Lieutenant.  He also served as a Lieutenant in the FBI Metro Safe Streets Task Force and in the Tactical Operations Division.  

Mike was promoted to Captain in 2016.  While holding the rank of Captain, Mike managed the Strategic Services Division, the Rapid Response Team, the Criminal Intelligence Unit, the Policy Development Team, the Equity and Diversity Unit and also served as the PPB Force Inspector overseeing the use and review of force within PPB.   

In 2018, Mike was promoted to Commander and assigned to Central Precinct where, alongside the men and women of Central Precinct, he has proudly served the Central Precinct community.  

Mike has a Bachelor of Arts degree in Public Policy and Administration with a minor in Spanish from Western Oregon University.  He has graduated from the Police Executive Research Forum Senior Management Institute for Police and from the Oregon Association of Chiefs of Police Law Enforcement Executive Leadership Institute.  Mike holds an Executive Certificate from the Oregon Department of Public Safety Standards and Training.  

Mike has received the Police Star Medal, two Achievement Medals, five Unit Commendation Medals and more than 40 letters of commendation and appreciation.  

Mike will be assigned as the Services Branch Chief, where he will oversee the following divisions:  Training Division, Personnel Division, Business Services Group, Strategic Service Division, Records Division, Info Technology Division, and the regional public safety management system (RegJIN).
