Southwest in Motion (SWIM)

Southwest In Motion is a short-term prioritization, refinement, and implementation strategy for planned active transportation investments in Southwest Portland.The final plan will identify a realistic short-term action plan that provides basic walking and bicycling connectivity where they are needed most. 

The Final Draft plan includes changes from the Public Draft Plan in response to comments received. These changes include, but are not limited to:

  • New section focused on monitoring progress, including recommendations for regular process reporting on implementation of Southwest in Motion.
  • Changes to the Existing Conditions chapter to reveal how Southwest Portland has more equity need than is commonly understood.
  • Revised narrative to articulate the level of deficiencies in sidewalk and street paving in Southwest compared to other Portland neighborhoods.
  • Revisions to clarify project numbering and categorization.
  • Minor adjustments to project routes details in response to public feedback.

The Final Draft plan includes:

  • Identification of priority short term walking and biking projects, such as bike lanes, sidewalks, shoulders, and neighborhood greenways.
  • List of short-term crossing enhancements, including enhanced and new crosswalk designs.
  • Discussion of other potential road safety enhancements, including walkable shoulders and traffic calming.
  • Promotion of key programs to support community-initiated projects, such as block parties, community plazas, and urban trails.
  • Policy recommendations to advance walking and biking in Southwest Portland.


This Final Draft will be brought to City Council for adoption, date to be announced.

The voter approved work plan for Fixing Our Streets includes seed funding to implement the first round of Southwest in Motion recommendations. There are two project categories eligible for funding: $185,000 for Bike Lanes, and $552,000 for Crossing Improvements.  

Recommendations for these funds are included in the Public Draft of the Southwest in Motion plan, soon to head to City Council. PBOT is doing preparatory work on these projects, to rolling into design and construction after plan adoption. More information on these projects will be available here when these projects are initiated.
