Bike to Books Coloring Contest Official Rules



The Multnomah County Library and Portland Bureau of Transportation 2019 Bike to Books Coloring Contest begins May 1, 2019 and ends May 31, 2019. By submitting an entry, each contestant agrees to the Official Rules and warrants that his or her entry complies with all requirements set out in the Official Rules. This is a skill-based contest, and chance plays no part in the determination of winners.


Contest is open only to students who are in grades Pre-K through 12 and reside in Multnomah County, Oregon.


Each entry consists of a completed, official coloring page. Coloring pages will be made available at all branches of the Multnomah County Library. The coloring page will also be available for download at You do not need to submit any personal information to download the coloring page. Accurately complete an coloring page with the required information, including your name, parent/guardian’s name, grade bracket, library branch and a phone number and/or email address of the contestant’s parent or guardian; and drop it in the submission box of your local Multnomah County Library. You may enter only by hand delivery. No form of email or other online entry will be accepted. All of the coloring pages will be separated by the following four (3) grade brackets: Pre-Kindergarten to 2nd grade, 3rd through 6th grade, and 7th through 12th grade. Entrants are encouraged to share photos their designs on social media using the hashtag #BiketoBooks before final submission.

All entries must be submitted and received by May 31, 2019. By submitting a coloring, you promise that the coloring page and coloring you submitted: is your original creation; has not been copied in whole or in part from any other work; does not say bad or false things about other people; and has never been previously published or submitted to any other competition.


Winners will be chosen on or around July 1st. 2019.

Winners will be judged on the following criteria:

  • Originality
  • Creativity
  • Whimsy

The bike lane symbol should still be identifiable within your design.


These are the most common colors used on our streets:

  • White
  • Yellow
  • Green


Used in smaller amounts:

  • Purple
  • Red
  • Orange

Decisions of the judges are final and binding. PBOT and Multnomah County Library will attempt to notify the parents/guardians of winners using the information provided in the coloring page by end of business on July 1, 2019. If a winner’s parent or guardian cannot be contacted or does not respond within 48 hours of the first contact attempt, if a winner does not fulfill the eligibility requirements, if a winner does not adhere to the Official Rules, or if the prize notification is returned as undeliverable, that winner will be disqualified and contest organizers may select a new potential winner by the same criteria set forth above.

By submitting artwork, the Parent/Guardian consents to use of the child’s name, artwork and/or quote on materials that promote Portland Bureau of Transportation programs and activities. If you would prefer your child’s name not be used, please initial on the coloring contest entry form.

Entries will not be returned. Please make a color copy, if desired, or take a photo and share it online using the hashtag #BiketoBooks.

There are no monetary prizes associated with winning this contest or for the use of artwork or quotes on Environmental Services materials.

* Location, timing and final rendition of the winning design will be determined by PBOT staff.
