  • Stakeholder group focus groups

The stakeholder group was made up of around 40 representatives from businesses, community-based organizations, property owners, and residents who represent a diversity of perspectives and interests for parking meter districts. Participants helped the project team to sort through the policy options and approaches, which ultimately must be decided upon by City Council.

There were three meetings of the stakeholder group, each constructed to build on one another. Participants sat in table groups made up of different types of stakeholders, to discuss and record key issues together as a focus group.

Policy element focus groups

Feedback from the stakeholder group lead to a focus on policy frameworks for current net meter revenue-sharing districts, the downtown, and potential future meter districts. The project team outlined what we heard from the stakeholder group and responded with potential policy elements to reflect what we heard, then presented these in smaller focus group sessions oriented to stakeholders representing each of the three specific policy framework areas. See the Draft Potential Policy Elements summaries below, which also reflect the feedback received from the policy element focus groups.
