Outer Halsey Safety Project

Outer NE Halsey Street


Traffic safety on NE Halsey Street east of 114th Avenue has been long been identified as a top priority for residents of East Portland. Safety improvements to NE Halsey have been identified in the East Portland in Motion Plan (EPIM), adopted by City Council in 2011 and the East Portland Action Plan (EPAP) adopted in 2009. With 478 crashes over the past ten years, 19 of which were fatalities or near-death injuries, NE Halsey Street is one of the most deadly high crash corridors within the City of Portland.

Proposed Project:

Phase One

  • Improve pedestrian crossing safety with 4 median refuge islands equipped with rapid flash beacons (119th 128th, 143rd and 155th Ave ).
  • Improved street lighting at the new pedestrian crossings.
  • Infill missing sections of sidewalk (approximately 4,750 lineal feet).

Phase Two

  • Reconfiguration of the roadway to provide space for wider bicycle lanes and a three travel lanes east of NE 133rd. Removing the excess roadway capacity can reduce speeding while providing the space for improved bicycle lanes. Requires parking removal (114th to 133rd Ave both sides, 133rd to 162nd Ave one side).

The project’s $2.2M budget uses $1M from the City’s general fund along with $1.2M for Portland’s Transportation System Development Charge (SDC).
