Jennifer Belknap Williamson, PE, is the Manager of the Asset Management Division for Portland Bureau of Environmental Services. Jennifer manages a team of 25 engineers and scientists who provide capital planning, asset management, resiliency and risk reduction, hydraulic modeling and analysis for Portland’s wastewater and stormwater infrastructure serving over 600,000 residents. Jennifer’s team works collaboratively within BES and the City to develop and prioritize solutions for water quality, conveyance, and infrastructure management and assists in delivering $80 to $100 Million in capital improvement projects each year.
Prior to working with Portland, Jennifer owned her own firm, Brice Creek Consulting; worked for the City of Gresham managing their Stormwater Utility and Watershed Division; and worked for municipalities around the country on watershed management, stormwater, regulatory, and wastewater projects as a consulting engineer with Brown and Caldwell and URS Corp.
Jennifer is the Vice Chair of the Oregon Association of Clean Water Agencies, an active member in the Water Environment Federation and Pacific Northwest Clean Water Association, and a member of the National Institute of Standards and Technology Community Resilience Panel.
I am passionate about building strong communities and leading municipal staff to achieve high levels of effectiveness. I am a native Oregonian and grew up on a farm outside of a small logging town. I love helping improve both natural resources and the built environment. I have a passion for sustainability and developing solutions that support community livability, economic viability, and environmental health. I enjoy gardening, travel, cooking, working on my 110-year old house in SE Portland, playing with my kids (daughter Cleo is 3 and son Fisher is 5), and being outside in Oregon rain or shine! I am also passionate about mentoring others who are growing in their careers, learning from them and sharing what I have learned during my career. I have been a mentor through the Pacific Northwest Clean Water Association and Society of Women Engineers, as well as through informal networks.
