CAPTION:  Amends Charter: Creates elected water board to set water rates.
 
QUESTION:  Shall an elected water board set water rates and charges instead of City Council?
 
SUMMARY:  The City Council currently sets water rates and charges. This proposed measure amends the City Charter by creating a Public Water Board that would set water rates and charges instead of City Council. The Public Water Board would be comprised of city residents elected from five districts that are within the City’s boundaries. Districts would be as nearly equal in population as possible based on the latest federal census.
