Council minutes back to 1990 are available for viewing in Efiles, the City of Portland's digital document repository.  

Efiles Minutes search tip:

• Go to http://efiles.portlandoregon.gov/classification/540  
• Scroll down to "Search for Records within this classification". 
• "Any Word" search only looks through the document title of the minutes - good place to narrow down search to a year ie. 2010. 
• In the next available line use "document content" search for keyword(s) related to your topic.
