How do Lobbying Entities Report lobbying activity?

If a lobbying entity has spent a cumulative or estimated 8 hours or more lobbying during the preceding calendar, they must file a Quarterly Report using the Online Lobbying Entity Registration & Reporting System.

Lobbying entities will need to follow these steps to file Quarterly Reports:

  1. Lobbying entities must first register. Registration requires a Portland Online Account.
  2. Once your registration has been activated by the Auditor's Office, you will be able to login to the reporting module using your lobbying entity's Portland Online Account.
  3. From the Lobbying Entity Registration & Reporting Main Menu, click once on the words "Quarterly Statements."
  4. You will be taken to the Lobbying Entity Statements page. Detailed instructions for creating, amending and filing your report online can be found in the  "Lobbying Entity Registration & Reporting 101" instructions. 

Quarterly reports will require an electronically signed declaration by an authorized Lobbying Entity official to finalize the report.
