Deborah Scroggin

Elections Officer/Senior Management Analyst


Deborah joined the City Auditor’s Office as the City Elections Officer/Management Analyst in 2012. She holds a Master of Public Administration degree from the Hatfield School of Government at Portland State University and a Bachelor’s degree from the University of Oregon. Deborah began her career in public service with AmeriCorps National Civilian Community Corps working on education and disaster relief projects. Before taking a position with the city, she worked as a management intern for the City of Fairview, Ore., and with the U.S. Senate district office in Portland assisting with research and travel.

Deborah administers two programs within the office: the city’s election process and the lobbyist reporting program. She facilitates the city’s elections process by working with other jurisdictions and assisting the public, candidates, and city officials with elections matters. She manages and provides administrative direction on the city’s lobbyist program and is responsible for compiling and monitoring reported activity from lobbyists and city officials. Deborah also assists the Chief Deputy Auditor with budget development, and she supports other bureau-wide initiatives.
