Fiona Earle - Principal Management Auditor

Fiona joined the Audit Services Division in 2006 after working for three and a half years as an internal auditor for PacifiCorp, a regulated utility company based in Portland, Oregon. Her work at PacifiCorp included leading operational and financial audits over the mining department, a major power delivery project and Sarbanes-Oxley testing of key controls over financial reporting.
Prior to joining PacifiCorp, Fiona was a management accountant for the World Service news department of the British Broadcasting Corporation. Fiona became a Chartered Accountant after a training contract as an external auditor with KPMG Peat Marwick McLintock in London, England.
As one of the division's Prinicipal Management Auditors, Fiona leads and mentors audit teams on various audit projects, while also serving as Contract Manager for the annual financial audit of the City's Comprehensive Annual Financial Report (CAFR), which is conducted by an outside public accounting firm. Fiona has managed two competitive bidding processes and two contract negotiations to find the City's financial auditors since 2006. While at the City, Fiona has led performance audits that included the Transition Report on key risks for City Council in 2013, a follow-up audit of Portland Development Commission (PDC) contracting, and PDC's disposition and development agreements.
Fiona holds a BA in Modern History from Oxford University in England.
She is a Certified Internal Auditor, and is a member of the Institute of Internal Auditors. She is also a member of the Institute of Chartered Accountants in England and Wales and the Association of Local Government Auditors.
