Out of concern for the safety of the public and City staff during the COVID-19 pandemic, City of Portland bureaus are making temporary changes and closures to our in-person customer service delivery.   • The Development Services Center at 1900 SW Fourth Avenue is closed to walk-in traffic and is accessible only by appointment. Visit our Development Services Center page for more information on how to apply and pay for permits and receive other services.
  • Residential and commercial permit inspections can be scheduled online or by phone.
  • BDS offers convenient online services including Development Hub PDX where customers can apply and schedule inspections for simple trade permits and some urban forestry permits. BDS also offers a Remote Video Re-inspection service for simple on-site inspections involving minor corrections.
