Portland property owners with liens on their properties due to code enforcement violations can receive relief through a new program initiated by the City of Portland’s Bureau of Development Services (BDS). 

The Lien Amnesty Program is a one-time program to run through May 31, 2019. This program is intended to help property owners erase financial burdens by offering significantly reduced payoff amounts on outstanding code enforcement liens. In turn, this allows the City to receive a portion of the revenue that operates programs to maintain Portland’s livability.

  • The program is being offered to City of Portland property owners with BDS code enforcement liens on their properties.
  • This program enables property owners to voluntarily pay off code enforcement liens on closed cases at 50% off the lien’s principal, interest, and penalty.
  • Property owners are eligible for an additional 3% reduction if the reduced lien amount is paid in full within 30 days of the lien amnesty offer letter, which is mailed after a request is received.
  • For property owners who cannot pay the reduced payoff in full, payment plans up to 5 years are available.

This limited-time program applies to all property owners who have had code enforcement liens placed against their properties by the Bureau of Development Services for building, property maintenance and zoning code violations
