Supporting Artists and Arts Organizations through the permit process

The Arts Empowerment Program guides artists and arts organizations through the permit process when creating or transforming space. Art is a powerful tool for equity and we prioritize project assistance to Black, Indigenous, People of Color and persons with disabilities. By supporting artists and arts organizations, this program hopes to ensure the creation and retention of affordable and safe arts spaces in Portland.

The Arts Empowerment Program guides artists and arts organizations through the permit process when creating or transforming space:

  • Serves as the first point of contact to answer questions about permitting process for creative space projects
  • Researches city and state building and zoning codes and their impact on the project
  • Supports artists and arts organization find solutions for their projects
  • Monitors projects under review on behalf of applicants
  • Connects clients to community and other potential resources

Completion of this form does not guarantee acceptance into the program. Priority is given first to underserved communities and according to the timeline of the project.
