Effective March 1, 2018 – The Bureau of Development Services is announcing a new online payment portal for building code appeals, in an effort to be more helpful to customers who qualify for an appeal.

The amendments to Title 11 were approved by the Portland City Council on Feb. 14, 2018 and will go into effect on March 16, 2018.

BDS will only accept the deferred submittal after the main building permit has been issued. The deferred submittal will not be accepted prior to this stage in the permitting process.

The State of Oregon’s Building Codes Division (BCD) released new editions of the Oregon Residential Specialty Code, Oregon Electrical Specialty Code and the Oregon Plumbing Code. Any permits issued in 2018 must meet the new code requirements, which took effect on Jan. 1, 2018.

With construction starting on October 13 and continuing throughout the fall and winter, the second story Permit Center will be going through a remodel to better serve our customers.

Beginning July 1, 2018, Portland Parks & Recreation and the Portland Bureau of Transportation will assess development fees for additions to residential units by the amount of square footage in each structure.

The Oregon Department of Energy provides residential homeowners with up to a $6,000 tax credit for their 2017 taxes (with credit taken over four years) for the installation of solar energy systems. In order to qualify for this tax credit, individual projects need to have installation completed and final permits issued by the City of Portland by Sunday, April 1, 2018. Only homeowners who purchased solar systems by Dec. 31, 2017, are eligible for the tax credits.
