Radio Frequency Transmission Facilities

  • Antennas on a utility pole within public rights-of-way

  • Monopole on private property

  • Rooftop antennas

Portland’s Zoning Code identifies RF facilities as a land use category that includes all devices, equipment, machinery, structures or supporting elements necessary to produce non-ionizing electromagnetic radiation within the range of frequencies from 100 KHz to 300 GHz and operating as a discrete unit to produce a signal or message.

Common RF installations are cellular communication facilities mounted on buildings, on broadcast structures such as monopoles and towers, or on utility poles and structures in the right-of-way.

Information on this website addresses RF facilities on private land only.

RF facilities located on City-owned land or in City rights-of-way are regulated and permitted by Portland’s Office for Community Technology. Refer to the Office’s website for more information, http://www.portlandoregon.gov/revenue/57435.
