Information Technology Advancement Project (ITAP) Update

ITAPSoftware Selection Update

In late May and early June, more than 100 ITAP Technical Advisors from several City bureaus viewed presentations by the top three vendors in the City’s Permit and Case Management Information System Request for Proposals (RFP) process. The three vendors, Accela, Inc, CSDC, and Sierra Systems, each presented their proposed software solutions for a day and a half. The vendors responded to many in-depth questions from the Proposal Review Committee and the Technical Advisors.   

In June and July, the Proposal Review Committee will send between five and eight representatives to jurisdictions currently using the vendors’ software. The purpose of the site visits will be to evaluate the software in action, interview end users and technical staff, and learn more about the vendors’ implementation, training, and maintenance services.  Following the site visits, the Proposal Review Committee will select the top two vendors to move on in the RFP process. 

Digitization Update

As of June 1, 2012, the Bureau of Development Services is now scanning all issued permits and is no longer using microfiche to store them. The scanned permits are digitally stored in TRIM, the Auditor's Office archiving software. Documents in TRIM are accessible by using TRACs or the City’s E-Files.

Over the next several months, scanning turnaround times will be monitored to determine if additional document types can be scanned, such as appeals, land use documents, trade permits and Inspection Division documents.

Moving Forward

Business Process Review and Improvement continues at BDS as the organization prepares for engaging a vendor this fall. Additionally, an online fee estimator is being developed, and online payment functionality is being added to the Interactive Voice Response system (IVR). These changes are designed to significantly enhance the customers’ experience and to improve City staff’s efficiency.
