Over the last several years, BDS has undergone significant organizational changes as a result of the dramatic swings in the national and local economy. In 2009 and 2010, BDS lost over half of its staff positions due to rapid, deep declines in permit revenues. BDS eliminated low-priority services and reduced most of the remaining services. Since 2011, BDS has experienced rapid growth in its workload, as the economy and the development industry recovered. BDS has been quickly adding staff and restoring services to respond to the growth. All these events have led to changes in the BDS organizational structure, programs and services, service delivery methods, and have had significant impacts on employees and customers.
BDS completed significant work updating the Strategic Plan in 2008, but that work came to a halt during the recession. Over the last 1 ½ years, BDS has resumed work on the Plan and are near completion of a document that will provide a road map for the bureau for the next 5 years.
In addition, BDS has began a review of its organizational health and culture in order to enhance its operational effectiveness, streghen morale and team work, and help ensure that the organizational structure is aligned with staffing and services delivery goals.
In late March 2014 BDS issued a Request for Proposal for assistance in conducting an assessment of the BDS current organizational structure, methods and prioritization of service delivery, internal and external customer service, and provide a determination of short and long-term actions/strategies needed to provide effective delivery of services in the future. We received 8 proposals and are currently in process of evaluating proposals and selecting a consultant to perform the assessment. We anticipate completing the selection process and beginning work with the consultant by late July or early August.
