Portland Parks & Recreation performs required review and update of Parks System Development Charge (SDC), and is proposing changes to the SDC methodology.
City Code requires Portland Parks & Recreation (PPR) to initiate review and update the Parks System Development Charge (SDCs) methodology every five years. SDCs are a funding program to help ensure that our quality of life keeps pace with our growing and changing city. Parks SDCs are one-time fees assessed on new development to cover a portion of the costs of providing the additional parks and recreation facilities needed to respond to population growth and new development. The City of Portland adopted SDCs for parks in 1998, and last updated the Parks SDC methodology in 2008.
Parks has been working since December 2012 with a Taskforce to update its methodology and make recommendations to the Portland City Council. We invite you to review the 2015 Parks SDC Methodology Report and Parks SDC Frequently Asked Questions which explain the proposed changes at www.portlandoregon.gov/parks/sdc.
City Council will be asked to adopt the methodology report and code changes at a public hearing scheduled for April 15, 2015 at 2pm at Portland City Hall, and the adopted changes are proposed to take effect July 1, 2015.
