BDS collects fees under various fee schedules to fund inspections, plan review, permit issuance, land use review, customer assistance, and other functions. Since 1988, construction-related programs operated by BDS (approximately 95% of bureau budget) have been primarily self-supporting. We are committed to keeping fees as low as possible while still meeting cost recovery goals and supporting staff levels sufficient to meet customers’ needs.
As the construction industry and BDS’s financial standing have improved over the last few years, fee changes have been very minimal. Most BDS fees have not increased in the last two years, and this will be the case for fiscal year (FY) 2015-16 as well. However, we are proposing minor fee increases in a few programs that are either new or not yet achieving cost recovery. They are as follows:
- New inspection verification fees are being created for Accessory Short-Term Rental properties.
- The calculation of some Site Development fees is changing.
- Some Enforcement fees are changing for example the Work Order inspection will increase by 3%.
- Environmental Soils fees will increase by 10% due to significant historical funding issues in that program.
Next Steps / For Further Information
The Portland City Council will review and listen to public testimony regarding the proposed fee changes on Wednesday, May 20, 2015 at 10:00 am time certain, in City Council chambers. The Council will vote on the changes on Wednesday, May 27, 2015. If the ordinance is passed the fee changes will go into effect on July 1, 2015.
Multnomah County fees will also be affected, since the County contracts with the City of Portland for inspection and plan review services in the unincorporated areas within the Portland urban services boundary. The County Board of Commissioners will review the proposed fee changes at 9:30 a.m. on Thursday, June 4, 2015 in the County Board Room, 501 SE Hawthorne, first floor.
