On June 9, 2016, the City Council adopted the City’s FY 2016-17 Budget, which went into effect on July 1, 2016.
The great news for BDS customers is that BDS’s FY 2016-17 budget includes a 3% reduction in building and site development permit fees! We have held these fees constant for the past two years, and are able to lower them for FY 2016-17 due to strong revenues from continued growth in the construction industry. The fee reductions will go into effect on July 1, 2016, along with the new budget.
In addition, BDS’s FY 2016-17 budget includes two staff addition packages for the BDS Neighborhood Inspections Program:
- Two Senior Housing Inspector positions are being added to the Extremely Distressed Properties Enforcement Program (EDPEP), along with $150,000 for nuisance abatements related to EDPEP. One of the positions was funded this past fiscal year (FY 2015-16) with program reserves, while the other position is new.
- Three Housing Inspector positions are being continued in the Enhanced Rental Inspections Program. These positions were funded this past fiscal year (FY 2015-16) with program reserves.
While City Council approved these positions, they did not approve our requests for additional General Fund money to support them. We will therefore be funding all of the positions through a one-time transfer of General Fund monies from the Land Use Services Program. We have communicated with the City Council that this funding model is not sustainable in future years.

BDS Budget Advisory Committee
Each year we convene a Budget Advisory Committee (BAC) composed of customers, neighborhood and community representatives, employees, and other stakeholders to help us plan our budget for the following year. The BAC meets several times during budget planning season (September – January), and periodically the rest of the year.
