At the September DRAC meeting, we welcomed new DRAC member Jeff Bachrach, who is filling the position representing the Planning & Sustainability Commission. DRAC members then reviewed information on the 16 staff positions BDS requested through the 2016 Fall Budget Monitoring Process (BMP), and heard updates from the Service Levels Subcommittee and Fees & Regulations Subcommittee.
Staff from BDS and the Bureau of Planning & Sustainability (BPS) provided additional updates on several projects, including:
- The Historic Resource Inventory (HRI) and Demolition Delay Policy
- Regulatory Improvement Code Amendment Package (RICAP) 8 (https://www.portlandoregon.gov/bps/67298)
- Design Overlay Zone Assessment Project (http://www.portlandoregon.gov/bps/70324)
- Inclusionary Housing (https://www.portlandoregon.gov/saltzman/70684)
DRAC members continued their focus on BDS service levels and efforts to access alternative staffing resources. A discussion on requirements regarding the location of trees on site plans led to a larger discussion about providing notice to development customers and stakeholders when policies or procedures change.
Members also heard updates on the BDS Equity Plan and BPS’s Residential Infill Project (http://www.portlandoregon.gov/bps/67728).
The next full DRAC meeting is scheduled for Thursday, November 17, 2016.
The DRAC Service Levels Subcommittee met on September 7, 2016 and continued their discussion of BDS service levels and the City’s hiring processes. The subcommittee is focused on the City’s hiring process and on finding efficiencies in development review processes.
On September 9, 2016 the DRAC Fees & Regulations Subcommittee heard presentations on fees and Service Development Charges (SDCs) from the Water Bureau and Parks & Recreation. The subcommittee met again on October 7, 2016 and heard presentations from the Bureaus of Environmental Services (BES) and Transportation (PBOT).
