Expiration and Voiding of Inactive Trade Permits (Mechanical, Electrical, Plumbing)

Currently, the City’s permitting software program does not actively expire or void trade permits per State Code and instead shows them in “Issued” or “Under Inspection” status indefinitely. This creates confusion for customers, the public and City employees about the actual status of a trade permit. To address this issue, on February 1, 2017, the City’s permitting software program will begin to expire and void trade permits that are inactive in accordance with state and local codes, per the table below.

State and City code require that issued trade permits that have not had an approved inspection within 180 days be expired. Code also states that expired permits may be reactivated within 180 days of expiration. However, after 180 days in “Expired” status, permits must be voided. A voided permit may not be reactivated; and a new permit is required in order for the customer to complete the work and for the City to inspect the work.

To help transition the holders of inactive trade permits through this change, trade permits that have been inactive will be changed to “Expired” and “Void” status in three groups, older permits, more recent permits, and future permits, as follows:

*As currently allowed, trade permits may be extended prior to their expiration once for up to 180 days, upon request by the customer.

Action Required to Keep Your Permit Active:

Expiration date Prior to July 1, 2014:

  • Obtain an approved inspection before February 1, 2017, OR
  • Request a permit extension prior to February 1, 2017

Expiration date of July 1, 2014 to February 1, 2017:

  • Obtain an approved inspection before February 1, 2017, OR
  • Request a permit extension prior to February 1, 2017; OR
  • Request reactivation of the permit within 180 days after February 1, 2017 

Expiration date of February 1, 2017 and beyond:

  • Obtain an approved inspection before the expiration date; OR
  • Request a permit extension prior to the expiration date; OR
  • Request reactivation of the permit within 180 days after expiration date.

  1. Go to www.PortlandMaps.com and enter the property address.
  2. On the right hand side, scroll down to locate the “Permits and Zoning” heading and select “Permits” button.
  3. On the right hand side, find the appropriate permit and select it.
  4. Locate the expiration date as shown on the screenshot above.

Definitions 

  • Issued: Permit issued, no inspections called for.
  • Under Inspection: Permit issued, at least one inspection called for.
  • Expired: Permit expired, but may be reactivated within 180 days of expiration.
  • Reactivate: The act of changing a permit status from “Expired” to “Issued” or “Under Inspection”, beginning a new expiration “clock” of up to 180 days.
  • Void: Permit has exhausted the 180 expiration period, and may not be reactivated.
