The City’s Bureau of Development Services (BDS) and Bureau of Technology Services (BTS) are co-sponsors of the initiative to update and replace the City's legacy permitting and case management software system. This large and complex technology project, previously known as the Information Technology Advancement Project (ITAP) has been renamed as the Portland Online Permitting System (POPS). The new name represents how the City plans to deliver some development processes and tools (online), embodies the foundational activities of the system (development reviews, permits, applications, inspections, enforcement, and mobility), and communicates the goal of enabling the City and public to experience flexible, efficient web-based tools and processes.
For the first half of 2017, the POPS team will be focused on a Discovery Project, which will thoroughly vet the status of work done to-date, establish strong planning and governance structures, consider all options for moving forward, and set the course for a new implementation plan. The City remains committed to the goals of the project and continues to explore efficiencies to accomplishing this goal. The objective is to move the City’s paper-based development review process to a more streamlined and efficient online digital system. A new targeted go-live date for the system will be identified after completion of the Discovery Project.
