At the August Development Review Advisory Committee (DRAC) meeting, Shea Flaherty Betin of Portland Mercado was welcomed as the newest committee member appointed to represent small businesses. Through Portland Mercado, Shea provides professional resources and support to Latino entrepreneurs as they prepare to launch their own businesses.
DRAC members also heard updates on several City initiatives and projects, including:
- The new review windows process for plan review;
- The BDS Business Continuity Plan and financial trends;
- The Portland Online Permitting System (POPS) and electronic plan review;
- Unreinforced Masonry (URM) building placard and tenant notification proposal; and
- Permit expiration and reactivation.
Sept. 20, 2018 DRAC Meeting
At the September DRAC meteing, Kyle Chisek, Director of Bureau Relations & Policy for Mayor Wheeler, discussed the reassignment of BDS to the Mayor’s portfolio. He addressed the Mayor's request for BDS to develop recommendations for speeding up the permitting process within 30 days of his first press conference as BDS commissioner in charge.
DRAC members spent significant time discussing the BDS Land Use Services program cost recovery and financial standing, the Residential Infill Project and proposed code changes related to bicycle parking (https://www.portlandoregon.gov/transportation/70439).
Oct. 18, 2018 DRAC Meeting
At the October DRAC meeting, discussed the Mayor’s request for suggestions to improve permitting at BDS, the Historic Resources Code Project, and Inclusionary Housing. Attendees also talked about trends and issues in development in Portland.

DRAC Happenings highlights the activities of the City’s Development Review Advisory Committee (DRAC). The DRAC is the City’s primary advisory body regarding development review. The DRAC’s members represent groups with interests in the outcome of policies, budgets, regulations, and procedures that affect development review processes.
The purpose of the DRAC is to foster a timely, predictable and accountable development review process that implements the City's goals for land use, transportation, housing, economic development, neighborhood livability and the environment. The DRAC advocates for and supports consistent and fair application and implementation of regulations.
