BDS Budget Update

Budget

BDS Managers and Budget and Finance staff are busily working on our fiscal year (FY) 2019-20 Requested Budget and updated 5-Year Financial Plan, both due on February 4, 2019. The budget and financial plan documents highlight BDS’s strategic goals and provide information on our financial, staffing, and service level needs. The current slowdown in development activity and resulting pause in hiring at BDS will have direct impacts on our budget request and long-term planning. More detailed information will be shared as budget decisions are made.

Stakeholder Input
We are also seeking input on our budget from a variety of advisory and stakeholder groups, including:

  • BDS Budget Advisory Committee (BAC) – The BAC is composed of industry and community representatives, along with BDS employees. The BAC makes budget recommendations in light of the bureau’s strategic goals.
  • BDS Financial Advisory Committee (FAC) – The FAC is composed of economists and industry representatives who help review and shape BDS’s long-term economic forecasting.
  • Development Review Advisory Committee (DRAC) – The DRAC is the City’s standing advisory body regarding development issues, and reviews the BDS budget at a more global level. The DRAC is involved in ensuring that the development review process works well.
  • BDS Employees – Our Labor Management Committee and Equity Committee (composed of employees) review and share input on our budget request.  In addition, two open house events were held in early December to give employees opportunities to share budget suggestions and discuss bureau finances with budget staff.

Important Budget Dates
Upcoming important dates in the budget process include:

  • February 4, 2019 – BDS submits Requested Budget & Financial Plan to City Budget Office
  • March 5 – City Budget Office makes budget recommendations to City Council
  • March 12-30 – City Council Budget Work Sessions
  • April (dates TBD) – Public Hearings on City Budget
  • May (date TBD) – Mayor’s Proposed Budget released
  • June (date TBD) – City Council vote on Adopted Budget
  • July 1 – FY 2019-20 Budget goes into effect
