Shot clocks imposed by the Federal Communications Commission limit the amount of time the City of Portland may use to process Personal Wireless Service Facility (PWSF) projects. The City must process projects within the shot clock timeframes outlined below.

Past Partnerships Between Applicant and City Staff
PWSF projects have historically been a partnership between the applicant and City staff. The applicant submitted a project, and staff worked with the applicant to ensure the project met City regulations and policies. The partnership continued until all issues were resolved and the project could move forward.
New Process and Applicant Options
The federal shot clocks are short and eliminate the City’s ability to partner with applicants during project review. To meet the shot clocks, City staff must now process all approvals and permits related to the project concurrently, including but not limited to land use approvals and construction permits.
- Voluntary Early Assistance/Pre-Application Meetings. Because federal shot clocks greatly reduce City staff’s ability to help a submitted project through the process, the City strongly encourages applicants to participate in voluntary early assistance or pre-application meetings. These voluntary meetings do not start federal shot clocks. City staff can then work with an applicant to address any issues prior to project submittal. - Voluntary Tolling Agreements. Applicants and the City may mutually agree to toll the federal shot clock if the applicant wants to retain flexibility to work with City staff during project review or if an applicant does not want to submit concurrent applications for land use approval and building permits. Tolling applies to the whole PWSF project. Tolled projects will still be processed diligently. Request a voluntary tolling agreement here.
