The Bureau of Development Services is committed to protecting public health and is changing the ways we deliver services in order help slow the spread of COVID-19 while also supporting the economy and people’s livelihoods.
The Development Services Center is temporarily closed to walk-in traffic in compliance with Governor Brown’s Executive Order. Therefore, nearly all of our staff are teleworking to maintain social distancing. We will keep this section of our website updated – please check back. Updates will be posted weekly.
For the week of May 25, we are directing staffing resources in the following order of priorities:

Week of May 25 – Customers can drop off checksheet responses for permits that are under review where all first reviews have been completed and the customer is responding to all outstanding checksheets at one time. Checksheet response drop-offs are by appointment-only between 9 a.m. and noon Monday, Tuesday, and Wednesday. Please call at 503-823-5996 - if the call is not answered live, leave a message including your name, phone number, permit number and project name.
Week of May 25 – Customers should send an email to BDSFPPintake@portlandoregon.gov for permits that are under review where all first reviews have been completed and the customer is responding to all outstanding checksheets at one time. Instructions to respond to checksheets will be provided prior to an upload link being sent to the customer. If you have any question please email BDSFPPintake@portlandoregon.gov or call 503-823-5996 - if the call is not answered live, leave a message including your name, phone number, permit number and project name.
Week of May 25 – After you have received the email notification that your permit has been issued and is ready for pick up: Read the email notification carefully. To pick up “Approved to Issue” by appointment-only between 9:00 AM and noon on Monday, Tuesday, and Wednesday. Please call at 503-823-5996 - if the call is not answered live, leave a message including your name, phone number, permit number, project name and the first and last name of the person picking up the plans.
Week of May 25 – Once all the required reviews are complete, you will receive an email letting you know the permit has been issued. The email will contain a link to access your approved plans, permit, and inspection card (if applicable) to print at your convenience. The plans, permit, and inspection card should be onsite for inspections. If there are fees due prior to issuance, or CCB license information is required, you will be contacted before the permit is issued. These items will need to be resolved before the link to access your approved plans will be sent.
Schedule inspection requests directly with the assigned FPP Inspector, not through the IVR system. This applies to all FPP permits including trade permits. The FPP Inspector will contact you to discuss your inspection request.
