BES ENVIRONMENTAL COMPLIANCE AND ENFORCEMENT PROGRAM  


WHY DOES ENVIRONMENTAL SERVICES TAKE ENFORCEMENT ACTION?

The Environmental Compliance Division takes enforcement action and assesses civil penalties for violations of local, state, and federal environmental laws or permits designed to protect City of Portland resources, public health and safety, and the environment. Enforcement:

  • Deters future noncompliance
  • Recovers costs the city incurs to repair damage to its assets that is caused by violations
  • Eliminates economic incentives for not complying with Portland City Code and environmental regulations

Penalty amounts vary depending on the severity and duration of alleged violations, the responsible party’s compliance history and actions taken to remedy the violation. The listed parties may appeal violations, enforcement actions and assessed penalties as specified in BES Enforcement Program Administrative Rules, ENB-4.15.

The tables below list enforcement notices issued in response to multiple classes of violations that are beyond minor administrative or operational violations that resulted in Warning Notices.

Environmental Services will post quarterly enforcement notices on this page and eventually group them by calendar year.
