The City of Portland, Bureau of Environmental Services (BES) serves the Portland community by providing water quality protection, watershed planning, wastewater collection and treatment, sewer installation and stormwater management. The Tryon Creek Wastewater Treatment Plant (TCWTP) treats municipal wastewater and is essential for BES to accomplish its mission.

The 2014 Tryon Creek Wastewater Treatment Plant Facilities Plan identified several capital improvement project packages required to ensure that the plant continues to provide reliable and cost-effective wastewater treatment to meet TCWTP Levels of Service. The first two such projects are the Headworks/Dry Weather Clarifier Project and the Secondary Process Improvements Project.
