Portland residential sewer rates increased 2.95% on July 1, 2017. The average single family sewer and stormwater bill increased from $69.80 to $71.86. The increase in the average single-family monthly sewer bill is the lowest in the last ten years. The increase in the average single-family monthly sewer bill is expected to remain below 3% per year in the near-term.

• Sewer Services - $42.30 of the average monthly bill pays for sewage treatment, maintenance, and debt service for the sewer system.
• Stormwater Services - $28.61 of the average monthly bill pays for operation, maintenance and debt service of stormwater management facilities.
• Portland Harbor - $0.95 helps fund the city's participation in the Portland Harbor Superfund program in the Willamette River.

Low Income Assistance Program

Qualifying low income customers will be able to receive a discount of $31.68 per month. $31.68 credit would reduce the average monthly bill from $71.86 to $40.18. Qualifying households must earn 60% or less of state median income. About 6,700 customers currently receive low income assistance.
