NW Hoyt Street Sewer Repair Project

The City of Portland’s Bureau of Environmental Services is continuing our work to repair and replace critical sewer and stormwater infrastructure. Environmental Services will continue to provide information and updates on construction schedules and activities during the COVID-19 emergency.

Environmental Services – your sewer and stormwater utility – has completed the design of a project in your neighborhood to repair or replace approximately 259 feet of 130-year-old public sewer pipes that are in deteriorating condition. The NW Hoyt Street Sewer Project will help reduce the possibility of sewage releases to homes, businesses, and streets.

Project Area

Public sewer improvements will be made in NW Hoyt Street between NW 19th and NW 20th avenues.

Schedule

Construction is scheduled to start next weekthe week of September 21but it may be delayed due to hazardous air qualityIn the case of delayed construction, we will send a new schedule when it is available, but we may not be able to provide much advance notice as conditions change. Until further notice, you can assume that the sequence of activities listed below will still apply once construction begins.  

Week of September 21 

Crews will stage equipment and materials, inspect the condition of the sewer pipe, sawcut the street pavementand install lateral sewer connections between a new main sewer line and private residences. Crews will apply a temporary asphalt patch where they had to dig. 

Week of September 28 

Crews will continue to install lateral sewer connections, and abandon the old sewer line that the lateral sewer pipes were connected to previously. Crews will apply a temporary asphalt patch where they had to dig. 

Week of October 5 

Crews will remove the temporary asphalt patches and complete final pavement restoration. Crews will remove equipment and materials.  

Construction Method

Crews will use the Open Trench Excavation method to construct the main line sewer pipe and lateral sewer connections to private residences. This is the most common method of sewer construction. 

This method consists of excavating down to and exposing the existing pipe so that it can be repaired or replaced, then backfilling the trench, applying a temporary asphalt patch, and then restoring the pavement in the patched area after pipe inspections are completed. What to Expect During Construction

You may expect the following during construction:  

  • Work Hours: From 7 a.m. to 6 p.m. Monday through Friday, and the same hours on Saturday if necessary.   

  • Driveway Access: Local access to your property will be maintained, but construction may delay access to your driveway to your home or business.  

  • No Parking: Little or no on-street parking will be allowed in and near the work zone, especially during work hours.   

  • Equipment Storage: Equipment and materials may be stored on streets overnight.   

  • Services Maintained: Sewer, water, and other utilities are expected to remain in service during construction.   

  • Assistance: A city inspector will be on-site during work hours and may be able to assist you with an immediate need during construction.
