Sellwood Sewer Extension Project

The City of Portland’s Bureau of Environmental Services is continuing our work to repair and replace critical sewer and stormwater infrastructure. Environmental Services will continue to provide information and updates on construction schedules and activities during the COVID-19 emergency.

Sign Up for emailsEnvironmental Services—the city’s sewer and stormwater utility—is designing a sewer project to extend the public sewer system throughout the Sellwood-Moreland neighborhood. This work is part of the City’s ongoing effort to extend the sewer system in 54 locations that will provide 112 property owners a way to directly and independently connect to the public sewer system. This project will help protect public health, property, and the environment by increasing the capacity of the public sewer system, reducing the potential for basement backups, and reducing the likelihood of emergency work in the future. Construction is tentatively scheduled for summer 2021.

Upcoming Survey Work

In preparation for designing the sewer project, Portland Bureau of Transportation (PBOT) survey crews will soon be on or near private properties to collect topographic data, take measurements, locate and mark underground utilities by painting stripes on streets and sidewalks, or placing colored flags in landscaped areas. The information they obtain will help City engineers to plan and design to extend the public sewer system.

Oregon Revised Statutes allows PBOT land surveyor to conduct survey work on or near private property to achieve field investigations for the purpose of public works project. Survey Schedule

Between the hours of 7 a.m. and 6 p.m. between Thursday, January 23, and Thursday, February 6, survey crews are scheduled to be on the following properties:

  • SE 7th Avenue between north of SE Sherrett Street and south of SE Umatilla Street
  • SE 8th Avenue between north of SE Marion Street and south of SE Umatilla Street
  • SE 9th Avenue between north of SE Linn Street and south of SE Umatilla Street
  • SE Linn Street between west of SE 9th Avenue and east of the end of SE Linn Street

What To Expect During Survey Work

PBOT survey crews will measure the first floor elevation of homes and buildings on the streets listed above. Crews will utilize non-invasive methods and equipment on or near private property to accomplish the following activities:

  • Determine the boundaries of the right-of-way and private property lines
  • Determine property lines
  • Measure the elevation of the private property’s first floor
  • Determine visually if a property has a basement
  • Locate underground utilities and mark them with temporary paint markings or stakes and ribbons

As a courtesy, please do not remove any utility location markings or stakes and ribbons. These markings are vital to the project. Survey crews may return to the site multiple times to complete additional inspections based on the markings.
