This site, where Senn's Dairy once operated, was vacant for years. It was thought to be an ideal place to develop a park for the Parkrose neighborhood, which the city had designated as an underserved target area. The Brownfield Program conducted a Phase I Environmental Site Assessment in April 2000 that found a risk of petroleum contamination.
Brownfield Development Inc, removed underground storage tanks and contaminated soil, and donated its time and labor.
Multnomah County transferred title to FamilyWorks, which worked with Portland Parks & Recreation, Environmental Services, the Portland Bureau of Housing and Community Development, and the Parkrose neighborhood to raise funds to develop the site into Senn's Dairy Park. FamilyWorks operated the park for three years before transferring it to Portland Parks.
