A consultant working under contract with the Council on Aging contacted the Portland Brownfield Program about this site. The Council on Aging required assessments on the property before they could start construction on a 31-unit housing facility for very low-income seniors. The council was seeking a U.S. Department of Housing and Urban Development (HUD) section 202 grant to fund redevelopment. The Brownfield Program's Phase I Environmental Site Assessment determined that no further investigations were warranted.
The council received the HUD grant and in 2006 completed constructing 30 affordable, one-bedroom apartments for people 62 and older who make from zero to 50 percent of the median family income.
