Ecoroofs and the Oregon Reach Code

The State of Oregon, Building Codes Division, has proposed a voluntary energy efficiency code called the Reach Code. Ecoroofs have been excluded from the code language. A public comment period and hearing are happening this month - background and details are included below.  

From the Notice of Public Hearing:

"The Oregon Commercial Reach Code (OCRC) established in Senate Bill 79 (2009), requires the Division to adopt a code encompassing construction methods and technology designed to increase energy efficiency over the mandatory codes for builders that choose to incorporate them. The bill defines energy efficiency broadly as the 'use of construction and design standards, construction methods, products, equipment and devices to increase efficient use of, and reduce consumption of electricity, natural gas and fossil fuels.'"

Until recently, ecoroofs were included in the proposed code (Section 404.3.2. and Section 405.6) as an Urban Heat Island mitigation measure.  At the March 30th meeting, ecoroofs were removed from the code because they are not considered an energy conservation measure. 

The Reach Code is currently open for public comment:

·        Written testimony is due June 24th

·        Oral testimony will be taken at a public hearing on June 21st, 10 am in Salem
