SE 20th and Oak Sewer Replacement Project

Environmental Services has begun on a project to replace about 240 feet of public sewer pipe on SE 20th Avenue between SE Oak and Pine streets. The pipes are 115 years old and deteriorating due to age. The project will also extend the public sewer by 100 feet to provide service to private properties and will construct new manholes and storm drain inlets. This project will reduce the possibility of costly breaks, sink holes and sewage releases to homes, businesses and streets.

Sewer Construction Coming January 2018

The Water Bureau recently completed waterline relocation work. Sewer construction has now been scheduled to begin January 8, 2018. This work depends on relatively dry weather, so the start date may need to be postponed. Once sewer construction work begins, it’s expected to take about three months to complete.

Extended Construction Hours

To enable construction crews to complete this project in a shorter timeline, Environmental Services was granted a Noise Variance to work extended shifts. Work hours will be from 7:00 a.m. to 10:00 p.m. each work day, but by-pass pumps may be in operation all hours and all days during the project.

For Information During Night work

If you have questions or concerns during night work, you can call the City of Portland on-site hotline at 503-823-6290. You can also contact the Portland Noise Control Office at 503-823-7350 or noise@portlandoregon.gov.

For More Information During Regular Business Hours

If you have questions or concerns about the project during regular business hours, please contact Matt Gough at Matthew.Gough@portlandoregon.gov or 503-823-5352. Any noise-related comments will also be forwarded to the Noise Office.

Construction Method

All pipe, storm drain and manholes in the project area will be replaced using open trench excavation.  Open trench excavation consists of excavating down to and exposing the existing pipe so that it can be replaced, then backfilling the trench and paving. For more information on sewer construction methods, visit www.portlandoregon.gov/bes/methods.

Traffic Control

Due to the large size and depth of the sewer pipe, it will be necessary to completely close SE 20th Avenue between SE Pine and SE Oak for 30 work days over the life of the project. Detours will be in place to direct both traffic and bicycles around the work area.
