Environmental Services has begun on a project to replace about 240 feet of public sewer pipe on SE 20th Avenue between SE Oak and Pine streets. The pipes are 115 years old and deteriorating due to age. The project will also extend the public sewer by 100 feet to provide service to private properties and will construct new manholes and storm drain inlets. This project will reduce the possibility of costly breaks, sink holes and sewage releases to homes, businesses and streets.
Developments of Note
Major sewer construction efforts are expected to be complete the week of February 26.
- Please be aware that schedules are subject to change due to a variety of factors, including conditions underground, weather, traffic impacts and subcontractor and materials availability.
The week of January 22, crews completed a critical phase to install large mainline sewer pipe on SE 20th between Oak and Pine streets.
- Remaining mainline sewer construction on SE 20th Avenue just north of Pine Street is expected to be completed tomorrow or early next week.
The week of January 29, after mainline sewer construction is complete, crews will focus on replacing public lateral sewer pipe connections from the new mainline to the curb.
- Crews will also work on extending the public sewer on SE Oak Street east of SE 20th Avenue.
The week of February 5th, crews intend to prepare SE 20th between Oak and Pine streets for street restoration and final paving of prepared areas.
- Final paving may be postponed due to weather or paving subcontractor availability.
- SE 20th Avenue will be reopened after paving has occurred.
Extended Construction Hours
To enable construction crews to complete this project in a shorter timeline, Environmental Services was granted a Noise Variance to work extended shifts. Work hours will be from 7:00 a.m. to 10:00 p.m. each work day, but by-pass pumps may be in operation all hours and all days during the project.

All pipe, storm drain and manholes in the project area will be replaced using open trench excavation. Open trench excavation consists of excavating down to and exposing the existing pipe so that it can be replaced, then backfilling the trench and paving. Due to the large size and depth of the sewer pipe, it will be necessary to completely close SE 20th Avenue between SE Pine and SE Oak for 30 work days over the life of the project. Detours will be in place to direct both traffic and bicycles around the work area.
