Environmental Services has begun on a project to replace about 240 feet of public sewer pipe on SE 20th Avenue between SE Oak and Pine streets. The pipes are 115 years old and deteriorating due to age. The project will also extend the public sewer by 100 feet to provide service to private properties and will construct new manholes and storm drain inlets. This project will reduce the possibility of costly breaks, sink holes and sewage releases to homes, businesses and streets.
Water Bureau Schedule
In preparation for sewer construction, the Water Bureau will be relocating water lines at the intersections of 20th and Oak, and 20th and Pine. Water utility work is underway and is expected to be complete in mid-December. Residents will be notified if water service is impacted. Sewer Construction Schedule Update
Sewer construction is now expected to begin in January 2018 and take about 3 months to complete. This work is highly weather dependent and may be postponed. Some construction activity will occur in the evening to complete work on a shorter timeline.
All of the pipe, storm drain and manhole replacement will be performed using open trench excavation. Open trench excavation consists of excavating down to and exposing the existing pipe so that it can be replaced, then backfilling the trench and paving. Due to the depth and size of the sewer pipe in this location it will be necessary to close SE 20th Avenue between SE pine and SE oak, for up to 30 work days over the life of the project. Detours will be in place to direct both traffic and bicycles around the work area.
Submit Comments to Portland Noise Office
Portland noise code allows construction from 7 a.m. to 6 p.m. Monday through Saturday. Work after 6 p.m. and before 7 a.m. and all hours on Sundays requires a noise variance from the Portland Noise Office. To enable construction crews to complete this project in a shorter timeline, Environmental Services has been granted a Noise Variance. Work hours would be extended until 10pm for each work day, but by-pass pumps will be in operation 24/7 during the project.
Equipment that generates noise will include a track hoe, front-end loader, dump trucks, bypass pumps, lights, and generator.
