Project Overview

Environmental Services is designing a project to rebuild the sewage pump station in the Hayden Island Safeway parking lot. The two existing pumps in the facility are aging and are too small to handle the amount of flow the pump station receives. Environmental Services will replace the existing small structure with a much larger one. The new Safeway Pump Station will house two new larger pumps, and there will be room to install a third pump as needed to accommodate future development. This project will help protect public health, property and the environment, and reduce the possibility of sewage releases into streets, homes and businesses.

Sewage flows downhill through pipes called gravity sewers in most of Portland’s collection system. Pump stations are located at low points in the system to pump wastewater uphill. This project will increase Safeway Pump Station capacity to manage the flow it receives.

The project includes repairs to manholes in the area and the main sewer line at N Jantzen Drive and Center Avenue. This will require some construction in the street, which will close a travel lane during construction hours, but flaggers will direct motorists and cyclists.

Environmental Services owns and operates nearly 100 sewage pump stations all around Portland, including five on Hayden Island. Two of them pump sewage to the Safeway Pump Station. The Safeway facility then pumps sewage to the Hayden Island Pump Station, which pumps it into a large gravity sewer that carries sewage to the treatment plant.


Construction will begin in early 2017 and will take about 13 months to complete.

Noise Variance

Environmental Services has bee granted a noise variance to allow open trench work at the location indicated on the map. A variance is required when work occurs outside normal construction hours, 7:00 a.m. to 6:00 p.m. Monday through Saturday. This includes work after 6:00 p.m. and before 7:00 a.m., and all hours on Sunday.

Work will take place for up to three (3) weeks in N Jantzen Street at the Safeway entrance.
