Permit and Authorization Types and Fees
Industrial wastewater discharge permit fees assess the costs to manage permits and ensure each permitted industry pays for its share of the Pretreatment Program. The fiscal year is from July 1 to June 30 and rates are adjusted annually.
Significant Industrial Users (SIU) – are defined in Portland City Code (PCC) 1.34.070(A)(2).
Categorical Industrial Users (CIU) – are a type of SIU and must comply with federal standards as listed in Code of Federal Regulations (CFR) Title 40 Part 405-471.
Non-Significant Industrial Users (NSIU) – may discharge regulated pollutants at levels not expected to cause problems in the sanitary or combined sewer systems.
Non-Discharging Categorical Industrial Users (NDCIU) - do not discharge regulated pollutants to the sanitary sewer system, but are regulated by the CFR Title 40 Part 405-471.
