Permit and Authorization Types and Fees

Significant Industrial Users (SIU) – are defined in Portland City Code (PCC) 1.34.070(A)(2). Significant Industrial User (SIU) Annual Permit Fee is the sum of the following:

  • SIU Base Fee - $2,807 for Fiscal Year 17-18 
  • Monitoring Costs - Amount varies by industry and is based on the cost for the City to conduct compliance monitoring
  • Enforcement Costs - Based on actual cost for the City to conduct enforcement actions in the previous calendar year.
  • Department of Environmental Quality Fee - $637 for Fiscal Year 17-18 and charged only to permittees that meet the significant industrial user criteria. 

Categorical Industrial Users – are a type of SIU and must comply with federal standards as listed in Code of Federal Regulations Title 40 Part 405-471. Categorical Industrial User (CIU) Annual Permit Fee is the sum of the following:

  • CIU Base Fee - $3,369 for Fiscal Year 17-18 
  • Monitoring Costs - Amount varies by industry and is based on the cost for the City to conduct compliance monitoring
  • Enforcement Costs - Based on actual cost for the City to conduct enforcement actions in the previous calendar year.
  • Department of Environmental Quality Fee - $637 for Fiscal Year 17-18 and charged only to permittees that meet the significant industrial user criteria. 

Non-Significant Industrial Users – may discharge regulated pollutants at levels not expected to cause problems in the sanitary sewer system. Non-significant Industrial User (NSIU) Annual Permit Fee is the sum of the following:

  • NSIU Base Fee - $1,604 for Fiscal Year 17-18 
  • Monitoring Costs - Amount varies by industry and is based on the cost for the City to conduct compliance monitoring
  • Enforcement Costs - Based on actual cost for the City to conduct enforcement actions in the previous calendar year.

Non-Discharging Categorical Industrial Users -  do not discharge regulated pollutants to the sanitary sewer system, but are regulated by the Code of Federal Regulations Title 40 Part 405-471. Non-Discharging Categorical Industrial User (NDCIU) Annual Permit Fee is the sum of the following:

  • NDCIU Base Fee - $241 for Fiscal Year 17-18 
  • Enforcement Costs - Based on actual cost for the City to conduct enforcement actions in the previous calendar year.
  • Department of Environmental Quality Fee – Is charged only to a few NDCIUs that meet the significant industrial user criteria. In Portland, these industries consist of paint and ink formulators that use non-water based solvents. $637 for Fiscal Year 17-18.

Alternative Discharge Control Mechanisms - $100 for FY 17-18 Annually

Construction Dewatering Permit - $135 for FY 17-18 per occurrence

Batch Discharge Authorization - $72 for FY 17-18 per occurrence
