The information on this webpage applies only to those properties directly adjacent to the public sewer easement located north of NE Broadway, south of NE Schuyler Street, between NE 35th and NE 36th avenues.
Environmental Services will soon begin construction to repair aging and deteriorating public sewer pipes in this public sewer easement. The repairs will protect public health and the environment by reducing the possibility of sewage releases to houses, businesses, and streets.
Notice of Restricted Water Use – October 10, 2019
This location will be under a Restricted Water Use Notice on Thursday, October 10, 2019. Beginning at 9:00 a.m. on Thursday, October 10, and continuing until the pipe lining process is completed (perhaps midnight or later), residents are advised not to flush your toilet or pour water or other liquids down the drain. Otherwise, your property will be at risk of a sewer backup.
Properties adjacent to this sewer easement should have received an Advance Notice of Restricted Water Use flier and form. If you received this notice and form, please fill it out, sign and date it, and return it to Stefanus Gunawan at Stefanus.Gunawan@portlandoregon.gov by Friday, September 27, 2019.

The public sewer pipes are located in a public sewer easement north of NE Broadway. See the bold line on the map below drawn north of NE Broadway, south of NE Schuyler Street, between NE 35th and NE 36th avenues. It is the bottom line of the three pipe work locations illustrated on the map below.
Schedule of Work on October 10
Crews will be on-site at 7:00 a.m. on Thursday, October 10, to set up their work. The pipe lining process will begin two to four hours after setup and will last until midnight or later.
Beginning at 9:00 a.m. on Thursday, October 10, 2019, and continuing until the pipe lining process is completed (perhaps midnight or later), residents are advised not to flush your toilet or pour water or other liquids down the drain. Otherwise, your property will be at risk of a sewer backup.
The Portland Noise Office has granted this project a noise variance for crews to work beyond 6:00 a.m. and overnight to complete the sewer repairs.
If this work must be cancelled due to rain or other factors, we will notify you.
Restrict Your Water Use on October 10
To avoid water and sewage filling up your private sewer and backing up into your home or business, we ask that you restrict your water use or avoid water use altogether during the work. Environmental Services asks for your cooperation in the following ways:
- Be prepared to stop water use at 9:00 a.m. on Thursday, October 10, 2019.
- Do not flush your toilet.
- Do not pour water or other liquids down the drain.
- Do not take showers or baths. Do not wash clothes or dishes.
- Do not use appliances that generate wastewater, such as dishwashers and washing machines.
- Your tap water will still be drinkable. You may run water into a glass, pitcher, or other container, but do not run or pour water or other liquids down the drain.
- Also, please turn off all sump pumps that are connected to the sewer, and shut off any irrigation systems that may lead to water entering the storm drain.
Why Restricted Water Use is Necessary
The public sewer pipe to be repaired is several hundred feet long and in shallow ground. Therefore, the pipe lining process to repair it will take a full day, and the curing process to harden the liner inside the pipe will last until midnight or later. The pipe lining process must be done when the pipe is dry and sewage, stormwater, or rainwater is not flowing into the pipe. Due to the shallow position of the pipe underground, a bypass system cannot be set up to provide use of your private sewer and drainage systems during this repair work.
Therefore, Environmental Services is asking all properties adjacent to this public sewer easement not to flush their toilets or pour water or other liquids down the drain during the lining operation that begins at 9:00 a.m. on Thursday, October 10, and continues through midnight or later.

Environmental Services has identified all impacted properties adjacent to this public sewer easement, which is located north of NE Broadway, south of NE Schuyler Street, between NE 35th and NE 36th avenues. We have contacted all property owners via U.S. mail and/or a posted notice on the front door of the house or business. If your property is adjacent to the public sewer easement, you should have received a notice with a form to fill out and return to us. Please contact us as soon as possible to discuss how this impacts your household and accommodations available to you.
For example, one accommodation we can make to help you through this sewer repair process is to provide you either a standard or a wheelchair-accessible porta potty on your property for October 10-11.
We need to hear from you by Friday, September 27, 2019, if you would like a porta potty or other accommodation.
