City of Portland PROTEC17 Professional Development Fund

What is the Professional Development Fund?

The PROTEC17 (formerly known as PTE-17) Professional Development Fund (PDF) is established by Article 23 of the PROTEC17 collective bargaining agreement (PROTEC17 Labor Agreement) between PROTEC17 and the City of Portland to promote professional development for PROTEC17 represented employees. The PROTEC17 Professional Development Committee is established in accordance with Article 23 of the PROTEC17 CBA to review, approve and communicate funding requests for professional development as it pertains to an employee’s current position, for another City position in their classification series, or in reasonably related work. How much am I eligible for?
The CAP allowance for the fiscal year is $2500.00

How do I submit a request?
Only the current form for 2023-2024 will be accepted. Eligible employees may submit request to via email. Electronic Signatures are accepted and be sure to send receipts and documentation (details with costs) from the organization's webpage with your request. *Note: select Request a Delivery Receipt from the Options Tab in Outlook to confirm that your email request was received*

*Taxability is reviewed when submitting your request and a narrative that shows how the request is relevant to your current position is required. Please review the current plan document for additional information*.

To keep the fund in compliance with Accounting Rules per the City Comptroller, employees must pay for the request. 

Please do not submit a request for funding if your bureau or a 3rd party is paying for the request.


  • Funding Plan Year is July 1, 2023 – June 30, 2024
  • Once the request is received, the approval process can take up to 3-4 weeks.
  • After approval, the request will be reviewed. If documentation is complete, reimbursement will occur within 4 weeks
